I put most of the color down as just a wash. Then I started a new layer with a one pixel brush at the top working consecutive layers of darker and lighter blades over the base color. I only made a few inches of this "texture" and then copied and modified and copied and modified until I had enough to cover the whole foreground. Then just erase the path and rocks, clean up the edges, and set the blending to overlay. After that I duplicated the wash layer on top of the grass texture, turned up the saturation a little, and set blending to color....
Of course that is ignoring all of the mistakes I made along the way. I've never really done grass before so it was a struggle. In truth there were many many more steps.
